Γεννήθηκε στην Αθήνα το 1942. Σπύδασε Πολιτική Επιστήμη στο Πανεπιστήμιο Indiana απ’ όπου και έλαβε πτυχίο το 1963. Από το Πανεπιστήμιο Columbia της Ν. Υόρκης απέκτησε τους ακόλουθους μεταπτυχιακούς τίτλους στην Πολιτική Επιστήμη: Master of Arts (1965), Master of Philosophy (1969). To1972 Ανακηρύχθηκε διδάκτωρ της Πολιτικής Επιστήμης στο ίδιο Πανεπιστήμιο. Διετέλεσε λέκτορας στο Τμήμα Ιστορίας και Πολιτικής Επιστήμης του Orange County Community College (1973-1977).
Υπότροφος ερευνητής του ιδρύματος Fulbright στην Ελλάδα, μέλος του διδακτικού προσωπικού στο Κολλέγιο Αθηνών (1978-1983), διευθυντής προγραμμάτων στο Συμβούλιο Ερευνών για τις Κοινωνικές Επιστήμες Ν. Υόρκης (1983-1988), διευθυντής του ελληνικού ινστιτούτου διεθνών και στρατηγικών μελετών (1988-1991), αναπληρωτής καθηγητής και καθηγητής στο Τμήμα Πολιτικής Επιστήμης και Δημόσιας Διοίκησης του Πανεπιστημίου Αθηνών (1988-2009). Διευθυντής Πρόεδρος του Εθνικού Κέντρου Κοινωνικών Ερευνών (1995-1998). Ήταν ο πρώτος Συνήγορος του Πολίτη στην Ελλάδα (1998-2003) και μεταξύ 2003 και 2013 κατείχε τη θέση του Ευρωπαίου Διαμεσολαβητή.
Υπήρξε Επισκέπτης Καθηγητής στο Κέντρο Juan March για προχωρημένες σπουδές στις κοινωνικές επιστήμες (Μαδρίτη 1997). Μέλος ομάδας εργασίας για την Ελλάδα στο Κέντρο Ευρωπαϊκών Μελετών του πανεπιστημίου Χάρβαρντ (1974-1977) και αντεπιστέλλον μέλος του σεμιναρίου για το κράτος στο πανεπιστήμιο Columbia και στο μεταπτυχιακό κέντρο του δημοτικού πανεπιστημίου της Ν. Υόρκης (1972-1978, 1983-1988). Διετέλεσε μέλος (1982-2005) σε διοικητικά συμβούλια, συντονιστικές επιτροπές, ερευνητικά ινστιτούτα, σε εταιρείες πολιτικής επιστήμης και είναι μέλος στη συμβουλευτική και ελεγκτική επιτροπή του ιδρύματος “Θώραξ” και του College Year in Athens.
Επίσης από το 1992 έως το 2011 σε διαφορετικά χρονικά διαστήματα υπήρξε Πρόεδρος της Ελληνικής Εταιρείας Πολιτικής Επιστήμης, του Συμβουλίου Ερευνών International Forum for Democratic Studies (ΗΠΑ), της Εθνικής Επιτροπής για τα Δικαιώματα του Ανθρώπου, του Εθνικού Συμβουλίου Διοικητικής Μεταρρύθμισης. Από το 1990 έως και το 1996 διετέλεσε συν-πρόεδρος (co-chair) της Υποεπιτροπής για τη Νότια Ευρώπη στο Συμβούλιο Ερευνών για τις Κοινωνικές Επιστήμες (ΗΠΑ).
Το σύνολο του επιστημονικού του έργου συγκροτείται σε τρεις ενότητες : Η πρώτη, αφορά στη συγκρότηση σύγχρονου κράτους και τις συνακόλουθες πολιτικές συγκρούσεις στην Ελλάδα κυρίως κατά τον 19ο αιώνα. Η δεύτερη αφορά στη δημοκρατία και ιδιαίτερα στις διαδικασίες μετάβασης από ολοκληρωτικά και ιδίως αυταρχικά σε δημοκρατικά καθεστώτα. Εξετάζονται οι παράγοντες διαμορφώσεως και εξελίξεως της δημοκρατίας σε μια κοινωνία. Ιδιαίτερη έμφαση δίδεται στην ελληνική πολιτική ζωή και την Μεταπολίτευση. Η τρίτη ενότητα αναφέρεται στη δημόσια διοίκηση και το θεσμό του Οmbudsman με έμφαση στο κράτος δικαίου. Τέλος προβαίνει σε συγκριτική προσέγγιση των διαδικασιών, θεσμών και φαινομένων που αφορούν καταρχήν τη ναπολεόντεια εμπειρία με ιδιαίτερη έμφαση στη Νότια και τη Νοτιοανατολική Ευρώπη. Έχει λάβει τις εξής διακρίσεις: Ανώτερος Ταξιάρχης του Τάγματος του Φοίνικα της Ελληνικής Δημοκρατίας (2004), Χρυσούς Σταυρός του Τάγματος της Τιμής της Δημοκρατίας της Πολωνίας (2010) και Ιππότης της Λεγεώνος της Τιμης της Γαλλικής Δημοκρατίας (2014).

He was born on 25 June 1942 in Athens, Greece. From 2003 to October 2013, he was the Ombudsman of the European Union (European Ombudsman). From 1998 to 2003, he served as the first National Ombudsman of Greece. He is Emeritus Professor of comparative politics at the Department of Political Science and Public Administration of the University of Athens. From 1995 to 1998, he served as Director and Chairman of the Greek National Centre for Social Research (EKKE). Since 2012, he is a Visiting Professor at the College of Europe (Bruges). In May 2014, he was elected to the Academy of Athens (=National Academy of Arts and Sciences). In 2016, he was appointed member of the Advisory Committee to the New Pact for Europe, which is chaired by Herman Van Rompuy.
He received his B.A. degree from Indiana University (1963) and his M.A. (1965), M.Phil. (1969) and Ph.D. (1972) degrees from Columbia University. Prior to joining the faculty of the University of Athens in 1988, he held teaching and research appointments at the State University of New York and Columbia University respectively (1973-78). From 1980 to 1983, he served as Director of Development at Athens College, Athens, Greece. From 1983 to 1988, he was Programme Director for Western Europe and for the Near and Middle East at the Social Science Research Council, New York. From 1988 until 1991, he was Director of the Greek Institute for International and Strategic Studies, Athens, a policy think tank funded by the Ford and MacArthur Foundations. In 1997, he was Visiting Professor of political science at the Juan March Centre for Advanced Studies in the Social Sciences (Madrid). In 2011, he received the degree of Doctor of Laws (honoris causa) by the American College of Greece, and in 2015 he was awarded an honorary doctorate from the Panteion University (Greece).
He has served as President of the Greek Political Science Association (1992-98) and of the Modern Greek Studies Association of the United States (1985-88). In 1999 and 2000, he was appointed member of Greece’s National Commission on Human Rights and of the National Council for Administrative Reform respectively. Between 1988 and 1996, he served as co-chair of the Subcommittee on Southern Europe of the Social Science Research Council, New York, whose activities were funded by the Volkswagen Foundation. He was also joint General Editor of the Series on the New Southern Europe published by Oxford University Press, the Johns Hopkins University Press and Palgrave. He has been the recipient of Fulbright and National (US) Endowment for the Humanities research grants.
He has written extensively on the politics and history of Southern, Eastern, and Southeastern Europe, including Greece, and, more specifically, on democratisation, state and nation-building, the relationship between culture and politics, as well as the ombudsman institution, and the principles of good administrative practice.
